(148). Roads. All these works are necessary to the proper development of the New Territories. With regard to (j) I would refer to my remarks on (111). This work is
however, not quite so important and might be proceeded with
more slowly.
(149) & (150). Drainage. Necessary for the public
health.
(151). Kowloon Tong Development. This work is in
connection with a very important housing scheme which should be pressed on.
(152) to (154). Trifles to be provided for as convenient.
(155). Filling in area at Kowloon City. Necessary as
owing to the alteration of levels caused by new roads and
buildings this area will soon become insanitary.
(156). Recurrent vote for small and unforeseen works.
(157) to (160). Small works to be undertaken when
convenient.
(161). Quarry. Useful as saving cost of transport from other quarries.
(162). Practically maintenance work.
(163) to (168). Waterworks. All these are or will be
essential in the interests of the public health, though
the second section of the Shing Mun Scheme may perhaps be
delayed a little longer.
The whole of the Shing Mun Scheme should in my
opinion be classed as a loan work.
